Are Prohormones like Steroids? If not Why the Ban?

What is going on with this ban? Congress wants to control the supplement industry but wants to let McDonalds sell you something that is perhaps 10 times more toxic to the liver.
Where does personal responsibility end and the government is given the control to exercise it’s belief on what goes into a persons body.
